EMPLOYMENT ASSISTANCE GRANT POLICY, TERMS AND CONDITIONS AS ESTABLISHED AND APPROVED BY INDIAN EDUCATION COMMITTEE



This service is provided for Indian adults who apply and are determined and verified as eligible for assistance to enroll in an accredited full-time institutional training program to acquire requisite vocational skills and to eventually obtain gainful employment on and off the White Mountain Apache Indian Reservation. The Adult Vocational Training Program will not exceed 24 months, and not less than 6 months; with the exception of the Registered Nurse Training program which allows for a maximum of 36 months.


The following documents must be completed and turned in by all students. These documents are included in the application:
  1. Application for Employment Assistance - Form 5-8205
  2. Application for Employment Assistance - Form 5-8203
  3. Statement of Medical Examination - Form 5-442
  4. Statement of Medical History - Form 5-441
  5. General Aptitude Test Battery
  6. Copy of letter of acceptance from the school
  7. Completed high school transcripts and junior college transcripts
  8. GED Certificate and GED Score results
  9. Marriage License or Divorce Decree
  10. Birth Certificate and Decree of Custody of minor children
  11. Military DD-214
  12. Certificate of Indian Blood
  13. Copy of current Federal Income Tax return (parent's/applicants)
  14. Completed Financial Aid Review Form (Need analysis and funding recommendation)



The Contractor shall comply with the following tribally-established priority list of the significant (targeted) segments to be served:
  1. Unskilled adults
  2. Long-term unemployed and underemployed adults.
Eligible participants shall be served on the basis of the prioritized goals and objectives, and with the availability of funds.


  1. An individual shall be an adult Indian or Native American enrolled member or a descendant of an enrolled member of a federally recognized tribe. (White Mountain Apache Tribal members - 1st Priority).
  2. An individual shall reside on or near (adjacent or contiguous to) the White Mountain Apache Tribe Indian Reservation and determined a need for employment or training services.
  3. Eligible individuals shall be at least 18 years of age, except high school graduates, they shall be eligible at the age of 17 years of age. The program is designed primarily for persons between the ages of 18-35.
  4. Determination should be made that the applicant is in NEED of financial assistance and also in NEED of skilled training in order to obtain reasonable and satisfactory employment.
  5. Individuals shall have at least 1/4 or more degree of Indian Blood from a Federally-recognized tribe.
  6. An Individual may receive training concurrently with his or her spouse. However, in accordance with the tribally established priorities, only one spouse shall receive first priority services. Second priority may be extended to the other spouse based upon the availability of funds and established training priorities.
  7. The selection of applicants shall be made without regard to sex.
  8. Applicants for Employment Assistance funds shall complete all required applications requested by Employment Assistance and have applied for other funds, (Pell Grant, etc.). This will determine the need base for funding from Employment Assistance and the training center as a matching grant. No compliance means no assistance.

  1. The student must have a passing grade at all times on his/her progress reports for funds to be continued.
  2. Individuals or families with a family member participating in the Adult Vocational Training Program shall be granted financial assistance, as needed, based upon established???
  3. Each student shall use funds specifically for educational expenses, other uses shall warrant automatic suspension.
  4. Each student shall notify the Employment Assistance Office of an intention to withdraw from school or any class.
  5. All students shall notify the Employment Assistance Office of any personal changes:ADDRESS, MARITAL STATUS, NAME AND INCOME.

    TRAINING FACILITES BEGIN CLASSES EVERY MONTH. THEREFORE, WE DON'T HAVE ANY APPLICATION DEADLINES DATES, HOWEVER, ALL APPLICATIONS SHOULD BE COMPLETED AND ON FILE. WE WILL NOTIFY STUDENTS ON THEIR ACCEPTANCE THROUGH THE EMPLOYMENT ASSISTANCE PROGRAM. Participants shall be served within the availabiltiy of funds.

  6. Enrollment will be for vocational training. (CERTIFICATE PROGRAM, NOT DEGREE).
  7. All grant recipients shall sign consent forms to release their transcripts and progress reports to the Employment Assistance office.
  8. Employment Asistance and the White Mountain Apache Tribe shall not be responsible nor authorized to make payments on loans or past due bills.
  9. Any request, terms or conditions of the 638 Grant that is not in this policy shall not be accepted.
  10. The Indian Education Committee has the authority to amend, delete and/or change any part of this policy at their duly call a meeting by majority vote.
  11. Denial or appeal for funding shall be directed to the Education Director, to be discussed by the Indian Edducation Committee at the regular meeting. Final discussion rests with the Indian Education Committee.

    The foregoing policy was, on 02/03/92, duly adopted by a vote of 5 for and 0 against by the Indian Education Committee of the White Mountain Apache Tribe, pursuant to authority vested in the Indian Education Committee and P.L. 93-638 requirements for the education committee.
